Small freezes mid game

So i've been playing Rainbow Six Siege for around half a year, lately (the past week) i've been getting small freezes, freezes that last for merely third of a second, but it happens quite often (around 5 times a round) I dont know whats going because ive never faced this issue before.

PC Specs:

Ryzen 7 1700 OCed to 3.4 Ghz (been stable for more than a year)

GTX 1060 6gb factory OCed (Gigabyte Xtreme Gaming)

8GBx2 3000mhz RAM (Corsair LPX)

I've opened task manager to see what could be causing such a problem, GPU is at 99% usage, Is that normal? I think the GPU is pretty capable of running Rainbow six siege on high graphics (like i do) what could be causing the GPU to go so high up to 99%?

EDIT: it's 99% usage when I'm playing, when i tab out of the game it goes to like 26% so i had to tab out and immediatley take a screenshot before it balances/updates.

Woah, 99% usage is not normal. What settings are you using in game?  

 

ALT-CTRL-DELETE [task manager]

Right click NAME. -Click GPU [checkmark it] if it isnt already.

Now click the GPU tab so its Number order of usage.

Now walk away and check back. See whats at 100% usage. Post it here.

I appreciate your help, but this won't fix it, because R6 is taking most of the usage as its shown in task manager.

Okay, in task manager, expand R6 and see what is using all of your power up if it isn't evenly spread.

there's only one "variable" in the Rainbow Six tab, same usage.

Please post your R6 Graphics settings.

Try to temporarily lower your settings, then take a reading.
