would a intel core i5 8400 and DDR4 2666MHz 16GB be enough for playing r6s on 150 fps while recording with plays.tv on medium settings?

GPU? I'm not familiar with that software, and they are very vague about how its supposed to work. So I can't say for sure without knowing which part it will use for rendering. By default, it seems, your clips will be 720p30 which will be fine on you CPU, if GPU is somewhat modern (GTX1050Ti will do).
