Any advice on GPU issue?

GPU performance is terrible right now and cannot load sites or play videos etc. Does not happen all the time and have been getting display driver crashes and Radeon Wattman reverting to default settings. Card is not overclocked.

An Indication of the card dying or already kapoot?

The card is running at 100%. You can't ask it to do more. The problem is elsewhere.
