I was wondering if I could buy a 13 dollar 5 meter led strip off amazon, plug the 4 pin straight into my motherboard and control it with a program that I download? Link for reference

that depends on your motherboard and if it supports this kind of LED and voltage.

This is the comp I'll be getting it for, I know there's no mention of the motherboard brand, but maybe it'll help

What you require is the SMD5050 type LED's for RGB based control unless you want a constant rainbow effect of RGB lights.

As for your board as long as it has the standard 4 pin analog RGB header it will work, just note the amperage it can supply as a full 5M roll will not work in a single header and overload it.
