what typicaly causes fps dips?

In blackout I have anywhere  from 30fps-120fps
Heres my  setup and  tell me what seems to be the problem

Cpu:  Ryzen 3  1200 ( 2017)
Mobo: Msi B350m  pro Vdh (2017)
Ram: G.skill RipjawsV Series 2x4gb ddr4 3000 (2017)
Gpu: Asrock phantom GamingX Rx 580 8gb (2018)
Case: Antec 300 Illusion ( 2011)
Psu: Thermaltake SMART Series SP-650PCBUS 650W ATX 12V 2.3 80 PLUS BRONZE (2017)
Hdd: none
SSD: 500gb   samsung 860evo
Monitor: Samsung 60hz 23.5'' ( 2011)

Most likely your CPU. Does it reach 100% usage during gaming?

Perhaps a particular scene in the game like an explosion?

Tends   to be  really random if I had to guess im avg  60ish fps. I do have   awful dips in 30s in some outdoor stuff or in Pregame

Any thing really Big explosions is one but another could be your cpu.

is  there  a Cpu %  Tab I could install beside  just  alttabbing to  Taskmanager

Ok  after  some     games
My cpu stays   100%   all the time , My gpu  jumps  from 0-100%  none-stop
