Open Case Silent PC Build

Hey Guys, I would like to know if you would have suggestions to get the most Silent Build Possible in an Open case(cougar conquer to be more Specific)

 

I would like to see what you would use as CPU and GPU and Also Cooling Solutions to get the most powerfull Silent Open case Build

 

Intended use for the PC:

-Gaming, Streaming and Recording(at the same time) AAA Games

-Video Editing and Rendering With Photoshop and Premiere Pro

 

Minimum Specs:

-CPU running at Minimum 3GHz with at least 10Core/20Thread(or 20Core/20Thread)

-GPU 980ti or better

-at least 4TB for RAW Storage, 1TB SSD(SATA or M.2) for Fast Storage and 500Go M.2 SSD for Windows

-32GB of RAM

-Need to be able to connect to at least 4 Monitors

 

Bonus Point if you can come With a build that looks Great

No i don't want to change case, I have the Cougar conquer case, i was more wondering about the Hardware poeple would use for a super quiet system while still having lots of power and also not giving up on a case because it lets too much sound out, i choose the conquer case because i like the challenge, every thing from cable management to LED Strip layout is just so difficult since it's just open every where

Go full watercooling if you have the cash. Your biggest enemy is going to be heat especially under load which will create noise. A custom loop would give you the best chance especially if going with a 10 core cpu or above. You can fit a 360mm and 240mm rad in that case according to the specs on Cougar website.
