new build low fps issues

Recently I build a new pc for me. With the following specs

Ryzen 2700x

G Skill trident 2x8gb 3200mhz Ram

Asus gtx 1080ti oc gpu

asus x470f gaming motherboard

Cooler master 750 watt gold psu

lg 34uc79g monitor

 

i am getting really low fps like 70-90 at ultra settings. I just compared it with other people stats. i use my pc for streaming but having 1 monitor i have to play games in 1280x720 windowed mode 

Can someone please help me 

If you need any other test please tell me as i dont know what test results i have to put with the specs

EDIT : My ram is running at 2133Mhz whenever i try to overclock it pc start crashing

Try 3xx.xx driver instead of 4xx.xx. Someone experience fps drops in new drivers.

Windowed version reduces FPS... Try fullscreen fps.

in every game bf1 80-90 csgo 200 ark 50-60 tomb raider 80 ish

i tried in fullscreen too it gave me 10-12 fps boost also i have to play in windowed mode whenever i stream and i mostly stream when i am playing

15-20 % cpu and 10 % gpu these are my task manager stats temps are around 40-45 degree Celsius
