get an core i 5 3rd gen used for almost nothing.

pick up a new PSU if the one you have isnt great.

get a new GPU, say an hd 7850 if you are on a budget. or something newer like a gtx 1060 or rx 580.

would blower style cooler be a must in your case?

is card length the issue?

height is the issue, so a low profile gtx 1050ti would be the best he could do as far as i know.

like say this one: https://pcpartpicker.com/product/Dw4NnQ/gigabyte-geforce-gtx-1050-ti-4gb-oc-low-profile-video-card-gv-n105toc-4gl

The 1050 uses 75 as well and i have PCIe 2.0

you might want to look into a full system overhail then with a new mini-itx case to fit new components.

or swap the case and get a new PSU, then pick up a GPU with suplementary power connectors o bypass the board power issue.
