Ryzen EDC

Hello, 

 

So I have a question about the EDC on Ryzen cpu's, why is it ,even under small load, at 100%?

 

Is there any way to increase the max EDC (currently 90a)?

 

I have tried the windows power options stuff but as soon as it goes under any load it spikes back up to 99%. (plus the cpu fan is really annoying on slow rpms)
