When I installed 64bit OS on my PC, I wanted to play Fortnite a lot. I installed it and then it opened. It ran pretty smooth until I got on a game. The screen started glitching out.
Some days pass, I wanted to play CS:GO (Free Edition), I installed it but when it said "Loading textures...", the screen started glitching out, again. I found out that the GPU is the problem but I want an answer. How do I fix it? Is my GPU "bad"? I've tried: Underclocking, Overclocking, Resetting, Switching OS (Win7 to Win8.1 Pro), Updating drivers, Downloading outdated drivers, etc.

First step is to run DDU https://www.guru3d.com/files-details/display-driver-uninstaller-download.html to blow out all drivers on the system (Do Nvidia, AMD, and Intel options)

Reinstall latest drivers.

If that doesn't work, I'd next try using MSI Afterburner to underclock the VRAM by 5, 10, 15, then 20%

If that doesn't work, leave ram underclocked 20%, and start to underclock the base clock the same way.

Next step would be to re-flash the card BIOS.  It's rare that this is the problem, but it *could* be.

Might as well clean, re-paste, and re-pad the card as well, to keep thermals in check.

If none of that works, it's time for a new GPU.

Either it's severe artifact-ing or physical damage to the GPU.

Either way if you can't fix with a driver reinstall, windows reinstall, GPU BIOS flash or reset, it's a bad one.

Not necessarily.  I've seen driver issues cause really bad artifacting.  You can also sometimes get a "bad" card to keep living by underclocking.

Underclocking prolongs the inevitable death of a defective card. This is horrible advice if you're under warranty because tons of manufacturers will discredit the legitimacy of a warranty for messing with a card's clocks, and 200% of the time it's better to RMA.

Not always.

Refurbished cards have limited and typically far shorter durations of time warranties from most manufacturers. ASUS and others will offer RMA cards (refurbs) with extended warranties.

Either way, there is no need to hang onto a GT 730. Low end GT 1030s or RX 550s are getting more affordable and it will take much less time to just buy a new one.

Even if OP does get his card working, the time he will have put into it will be of similar value to just buying a new one.

Also, nice play you're living, eh?
