Transferring sim cards?

I cut my sim card to fit my phone, works fine for me. exacto knife does the trick, the plastic is soft

Hey guys I'm trying to transfer a sim card from a Samsung j2 prime to an iPhone but there seems to be a plastic thing around the sim card so it fits in the j2 and with this on it, it can't fit in the iPhone, what's the best way to remove it, I've tried pushing and it dosent want to budge. Is cutting it the only way? Or is there a safe way to do it. Thanks for any help!
