Budget Streaming PC Setup (For Console)
Okay so I plan on upgrading my X4 860k CPU to a relatively decent CPU for a external capture card use (Elgato HD)
So basically here is what my setup contains so far and what I am planning on buying.

 

(Purchased Section)
RX 470
Blue Snowball
SteelSeries APEX 350 w/ a Rival 100 Mouse

2x 1080p Monitors

 

(Going to purchase/need advice with)
New CPU/MOBO/RAM/CASE/PSU Advice

Webcam

Advice between Xbox One S/Xbox One X purchase.

 

I know I atleast need a Quad-Core CPU with 16GB of Ram for a decent output but would a Ryzen 3 1200 do the trick? They are relatively in expensive and since I have a permanent house now to live 

at (I think my parents are weird about it since I am still in High school) so yeah... 

Why I am considering the Ryzen 3 1200;

Because since I am streaming console game play I figured that a Quad-Core would just be fine since its just doing the streaming,
Keep in mind I might switch to PC Game play for Rainbow 6 Siege, 

If there is any other inexpensive options I would be greatly satisfied.

It looks like this thread just dead ended. My 2 cents is to go ahead and get the elgato HD 60 PRO capture card instead of an external card and second monitor. The price has fallen and there's no lag, you can play and stream in real time on one monitor. PLUS with an external card you have to be sure your system has at least one free USB 3.0 and even that doesn't fix all the lag. And the LAG IS MADDENING!
I say all this because that's what I just did for my own streaming set-up.
You also wanna get Streamlabs OBS and take a look at the Stream Elements site for overlays and other ways of making your streams really engaging and fun. ALSO if you haven't gotten the Xbox yet, Xbox One X is on sale, at least in the US, for about $100 off or something. Otherwise the S would be fine. As far as streaming is concerned they're gonna be identical.
I know that's not an answer to all your questions but since I just did some of what you're doing I wanted to say something.
