Steam glitching out

Sometimes when I open steam it looks like the pic below. It will work on my second monitor but not my main. Part of it will be cut off. How can I fix this without having to restart my steam?

Steam can be wonky and glitch out. just have to deal with it

can you just drag the tab back to the top of the screen and how it auto size to the monitors size?

Nah that wont work. If I do that or click the fullscreen button it still is wigging out. Even when I go into big screen mode and then back to normal.
