Yes, it would fit. Here's an example with the B350M Mortar Arctic which has the same layout: https://pcpartpicker.com/b/mmLJ7P

You can see that the first slot is unobstructed.

FYI, you can edit in tags in the future if you forgot to do so.

Yes it fits. The only time the stock cooler wouldn't fit due to ram is if a motherboard violates the exclusion zone around the socket that AMD has dictated.
