i am not sure but i will need an operating system too correct? and will i also need an optical drive. i feel that is a must also.

you don't NEED one. I deliver my computers without activated windows. it only gives a watermark after a while. how to remove it for free is piracy, so I can't tell you that.

I'll take a look into that optical drive.

will i not need cpu cooling or was that the dark rock 4?

Ryzen 5 2600 comes with a stock cooler that cools decently. You can invest a bit of money into an aftermarket cooler like a dark rock 4 to have even better cooling, or maybe something like an AIO from cooler master or corsair

Both builds would be more than enough to play VR.  couldn't go wrong with either.  For the sake of money I would personally skip paste and cooler unless planing on overclocking or just going for absolute silence as much as possible. The stock fan that comes with it works quite well.

aio does add a point of failure, be aware of that. but all three ways are good enough for the cpu and will keep it cool. and the amd stock cooler doesn't look that bad tho

I wouldn't suggest AIO if he's a beginner.

Think corsair has pretty good warranty if their AIO leaks, I remember something about NZXT's AIO warranty mentioning something about replacing the cooler 'at their own discretion' which is honestly kinda sketchy

ok so will this build let me be able to play prety much as of this moment play vr games and steam games?

you can play whatever you want with this. you go above spec of the requirements set by oculus. and even a 1060 with a 8100 is enough for vr these days

I think they were going for a like sleeker less showy one for a living room.  But if you want something a bit "louder" to show off a bit. Check out the corsair 460x or 570x. Or maybe the Lian li PC-011d or pc-011air.  Ive built a custom hardline water-cooled pc in a corsair 460x rgb and Lian-li pc-011.  Both great cases.  To me a good one that looks nice also that I havent built in would be Cooler Master MasterCase H500 or the phanteks ECLIPSE P400 TEMPERED GLASS or the Phanteks Evolv X.
