Hello everyone, I play a motocross video game called MX Simulator, it's developed in pure C, and the game hasn't sold more than 30.000 copies. 

The problem is, I have a friend that is running a Ryzen R5 2600 and a 6GB 1060, and when he opens the game and starts plating, the CPU doesn't even ramp up at all. It stays at very low frequencies as if the CPU doesn't detect the game, and while fraps and other on-screen info programs show its running at 60 FPS, it is barely playable because of really bad frame timing. I have updated drivers and done everything I can possibly think. I don't think anyone in this forum has even heard of the game, but any help or ideas, are very appreciated. Thanks!

does it change in gamemode? does it happen in other games? Maybe try changing the windows power plan?

The pc runs other games perfectly, this is the only game he has issues with, game mode does nothing, and his power plan is set to performance. Don't know what else to do, but thanks for the answer.

Do you know if same happens to others running Ryzen? CPU isn't selective like that. Windows/OS will prioritize resources and CPU just does number-crunching according to that. Try to set game as priority process, maybe install latest chipset drivers (if there are any).
