Cpu advice

Hey, guys I'm new to pc building, and I was wondering about my cpu choice. I want to use my computer for CAD, I was thinking about the 4th Gen i7 4790, is this a good choice? How do I go about choosing the rest of the parts?

why 4790? Its a pretty old cpu now.

Whats your total budget? Are you reusing any other parts?

What's your full budget? Are you reusing parts, or are you building a completely new machine? What country are you located in?
