Yes but the amount of additional power consumed is very small in comparison to other things in the computer system. In certain cases such as dual channel vs single channel operation, the performance boost (increased bandwidth) could more than make up for it.

technically it could but the actual chips are what consumes the power on the sticks

a 8gb stick might use more efficient chips than 2 4gb sticks and consume less power..... or 100% opposite and the other could use less power.

but it doesn't matter as this would be a tiny % of the total power consumption of the machine.
