Second GPU Folding While First GPU is Not
UPDATE with my fix:
-Uninstall Nvidia drivers.
-Disconnect the 980.
-Boot with the display connected to the 1080Ti still in the 2nd x16 slot.
-Install Nvidia drivers.
-Shutdown.
-Reinstall the 980 back onto the 1st x16 slot.
-Boot up, and restart till it works.
Windows and HWMonitor are also detecting them both now!
Folding significantly more now!

UPDATE Feb. 12, 2019:
Had to do this again when I changed cases, but it looks like the method above didn't work. Below is what I had to do this time around.
1. Delete 980 drivers, then shutdown.
2. Uninstall 980.
3. Install 1080Ti into FIRST x16 slot.
4. Install drivers.
5. Shutdown, and move 1080Ti to SECOND x16 slot.
6. Install 980 into FIRST x16 slot, connecting DP cable to it. Check Display Adapters under Device Manager, the 1080Ti should show up.
7. Install the drivers to the 980, then restart.
8. Verify in Device Manager, HW Monitor, Task Manager, etc. that both GPUs show up.
