When purchasing a CPU or simply upgrading, why is it that we are able to "overclock" a chip? Wouldn't it be easier to simply just have what we all want in the chip - speed, performance, maxed out, tip top, etc...

Why don't they sell a chip based at 3.70 which can be altered/boosted to 4 right from the get go?

 

What am I missing here?

its the silicon lottery most of the chips can overclock yet likely a few chips couldnt get past 3.7 so they set that as a standard (if you get what im saying)

Silicon quality.

Not all chips are created equal. By setting a conservative range they can sell x% of chips off the wafer. If they set the range higher they would get less % of chips within range.

well as @keskparane said not all chips are the same. so in turn they set a base clock 3.70 ghz because 99% of the cpus can reach that
