Install Windows on the SSD, keep the HDD and dont delete anything off of it.

I've cloned a lot of HDDs to SSDs, SSDs to HDDs, and SSDs to SSDs without ever having an issue, I wouldn't worry about it if you're using decent cloning hardware/software.

I was using the Samsung Data Migration software, which I really like for cloning drives to a Samsung SSD, when cloning to something else where I can't use that software I use a Inland GDPD01T docking station with a built in cloning feature. For $30 it's a very good hard drive dock and cloning device, I've never had an issue with mine, just be sure to read the directions carefully, it's not something that you should use without reading them first.

Ahh, I think i've found their software, it says its free to use on their website but correct me if this is the wrong program. https://www.samsung.com/semiconductor/minisite/ssd/download/tools/

Yep that's the Data Migration Software I use, it is free but you can only clone to a Samsung SSD with it, it will not work with other brands. Samsung is my preferred brand anyway, so this doesn't bother me much.

I have no doubt it'd work just fine, but windows 10 treats SSDs differently than HDDs (because SSDs have a limited write/read count). I'd be afraid those settings wouldn't get changed if you cloned.

Just make sure the BIOS sets the SSD as the primary boot device
