Yes , even withouth a dremmel you can fit pretty nice gear in the 230T

Yes a 240MM thick rad in the frons will be great , but also add an fan to the bottom to supply some fresh air to the GPU's

Be quiet Silent wings 2 120MM PWM.

Noiseblocker Fans ( Go check ouy there website to see what fits your need the most.) ( And also your buget ,they tend to be more expensive than other fans but hey great 5 year warranty.)
