Then don't bother wasting money on VR. Even an oculus, which just comes with the necessities for VR, is still 400$ USD.

200-300 $ is not much, don't expect miracles. You have ok pc though, so it's just question of headset. I'll omit smartphone Trinius and other ways to use smartphone as your headset, because your experience would probably not be very good and you still would need to solve hand controllers problem.

 

With your budget, I would go for PS VR with PS Move controllers complet. They can be run on your pc no problem and using Steam with SteamVR, you should be able to try quite a few free titles (definitely try VRChat though). This setup can run between 200 and 300 dollars and is good enough entry level. It requires bit of configuration, walkthrough here.
