Should I get....?

I was wondering if I should spend my money on 2x4 2133mhz ram right now ddr4 btw and get an RX 480 8gb and upgrade in 2 years or wait an extra 4 months for 16gb 3000mhz and a GTX 1060 6gb and upgrade in 4 years...

then no, because this is a Sandy Bridge mobile CPU. Not only is DDR4 incompatible with it, there's no reliable way to connect an external graphics card to it. Even if you do succeed, there will still be a massive CPU bottleneck.

@supershadow230  There is nothing about that build you should upgrade.  You need to start from scratch.  So to reiterate -- DO NOT TRY TO UPGRADE.  A new build is your only option.  

 

Edit: The only possible upgrade is a small SSD.  So if you have less than 100GB used on your HDD then maybe buy a 120GB SSD for $45 or less.  Hopefully less.
