I've had my PC for about a month now and i'm only now starting to notice that most if not all games stutter, even with high FPS. I noticed it after playing Black Ops 4, which is mainly smooth but even when i turn down all the settings to the lowest the game seems to struggle and even when loading close objects; walking through buildings, etc. It's the worst in BO4 but i notice it in Fortnite and CS:GO also (They are very small stutters but they are still there), mainly because they are the only other shooters i have downloaded. I've gone through Nvidia control panel and set everything to the best performance possible, also within windows, which seemed to help a little but not much.
I'm really not sure if it is my hardware, i may not have made the best choices with my build, but i'm starting to wonder if i bought the wrong processor or if i need quad channel ram with higher frequency.
Although in saying that i'm reassured that my PC should be able to run everything.
Here is my build:

Looking at the PCpartpicker list... The parts in your system should not result in stuttering. I gonna say this is software related because of the OP hardware :) When playing, look for CPU and GPU usage. If CPU is 100% all the time there's something wrong.

Please mention or quote me if you want a response. :)

I've noticed while playing that my CPU usage loads between 90-100% on my 3rd and 13th core or thread, while the others sit around 30-50%. My GPU only sits at around 50%
Is that normal?
Yeah my CPU isn't getting all that high on the usage but my RAM is sitting at atleast 90% and going upwards of 100%.
Correct me if i'm wrong but getting quad channel ram and more of it, will probably stop these stutters?
