The brand is fine, just look for temperatures on youtube for this specific card. The cooling might be bad.

1060 wont run everything 60fps on 1080p but 1070 will do so ?
im getting a 2600 and 2x8 corsair 3000mhz

From the CPU RAM side you are okay, you know that ryzen likes ram right? Check if your board supports 3000Mhz ram. You are right not every game can run 60FPS on 1080p on 1060 6G, also check if your power supply is enough for the GPU.

yea it does it 3466 or more 
550+ psu be enough

Inno3D is a good company, don't need to worry about it. Buyed Inno3D cards a long time ago. They are good usually.

nah orginis deus and other good games witchers wont give 60p they will drop to 30 fps which can cause a stutter
wont reach 60 in tomb lol
