So Im Currently running an i5 6600k water cooled with some gigabyte z170 board a gtx 1060, 16gb 2400mhz ram and a few ssd's is it worth upgrading to more ram (32gb) rtx2080 and i78700k and new mobo so as i can do 4k?

Just an RTX 2080ti will keep you going on 4K, no need for upgrades in RAM or CPU. Rise in resolution will increase GPU load drastically, but has minimal effect in CPU and RAM usage.

then why not 1080ti? Performance is a tiny bit behind the 2080, but leaves behind enough budget to buy the new 9900 (maybe the K as well, we'll see).

im not sure about 9900 but my budget is 2k anyways so

9900 is already the cheapest i9. The 7900x seems to be out of stock while the 7920x cost twice as much.
