AMD GPU flickering

So I just got a unopened AMD RX 580 4gb from ASUS. The seller had it for a month but never opened the packaging. 

When I installed it in my PC the fans were not spinning. Used my 3 year warranty to get it fixed. According to the clerk he said that he flashed the bios. Now the GPU fans spin well.

However whenever I play a graphically intensive game(PUBG) or when I bring up the UI in Overwatch. The screen constantly flickers . I tried using wattman to set all the GPU stages equally  but that didn't fix it....

I will be sending the GPU back to get it fixed again. But if there is any way I can fix this please help me.

Do you use more than one screen? If so, this is known behaviour, which AMD doesn't seem to fix.

This may be a power delivery issue, have you checked your power cables are seated correctly?
