So windows is stuttering and the CPU is constantly at above 60% with 2 tabs and Pro tools open in the background, it stutters and freezes (like a game would) the CPU jumps up to 100% just when typing quickly.

specs: 15 8600k

1080

16gb of ram (3500)

m.2 intel boot drive

Is your i5 overclocked? What motherboard do you have? Have you checked each core by selecting the CPU usage graph and changing it to "logical processors?" What percentage of the CPU do offending programs take up?

its OC to 5 GHz and it seems to happen when I hold shift and type fast, also when opening new tabs, but the problem is, the CPU doesn't spike above 60%, it just stutters or at least task manager and CAM doesn't update fast enough to show it.

Have you checked temps to make sure it's not over heating?
