Overclocking help Windows 10

So I have no trouble overclocking normally but recently my overclocks are not staying once booted into windows.

I have a 6800k on an Asrock x99 m-its motherboard and have previously been running at 4.4Ghz but now I when in windows im only seeing stock speeds but my voltage changes are staying just not multiplier. 

I have played with power settings in windows, installed, uninstalled and reinstalled Asrocks AItuner utility but still cant get an overclock to stay anymore.

Any help would be much apricated. Thanks

Did you try stress testing it and seeing if the Ghz went up on CPU-Z?

 

My PC was also showing me its base speed but once I stress it and check CPU-Z the overclock is shown at the 5Ghz

Yes I have. running Prime95 I get 3599Mhz showing on CPUID and HWmonitor. 

So its turbo boosting but I'm guessing windows so doing something that's stopping it going to the multiplier I'm setting.
