Setup:

i5 4690k
16GB ram
gtx 1070

PG279Q (1440p, 165hz, g-sync)

The last few months I have had a problem with my computer where all games stutter/microstutter.
I have spent countless hours troubleshooting, and narrowed it down a tiny bit + getting some clues.
For comparisons sake i compare different variables with csgo and sometimes fortnite.

Things to note
1: I tried with a different, 144hz, screen but it still stuttered (but not nearly as often. Maybe because it was 1080p), so i dont think its a monitor problem.
2: I get just as much fps on 1440p as 1080p, which is 90-200 fps on medium/low settings. ( i have seen benchmark vids where the 1070 should be able to reach abt 400 fps on high settings in csgo)
3: i swicthed GPUs (a 1070 ti), but the problem persisted (so i doubt its the GPU) I still got the same amount of fps.
4: GPU usage is usually 20-40% and CPU usage is usually 50-90% when playing games.
5!!!: I noticed that my frametime spiked every time there was a stutter.
6: I ran a windows mem test diagnostic thingy. According to them, no problems.
7: i tried overclocking my cpu to 4.4 Ghz. No luck, so I downclocked it back to stock until i fix the stuttering..
8: I have had the problem both at home and at a lan (both with very good internet)
9: I have uninstalled and reinstalled nvidia drivers several times with no luck.

Check your temps on the gpu and cpu. To do this run msi afterburner and play a game after experiencing a few stutters check the temperatures.

pascal gpu's (includes gtx 1070) throttles at 83°c

i5 4690k I believe throttles at 100°c
