No. Just stop, this is not a real setup and your just wasting peoples time. Build up your stream first, you dont even have 2 subs on Youtube and 100 views on twitch. You dont need this hardware to setup a stream.

Buy a $2000 gaming PC, and then pay me $20,000 to watch everyone one of your streams and tell you how good the stream quality is.

 

Would probably be a wiser way to spend your money...

If you really need 8 cores, get either a Xeon (previous gen, not Gold or Silver) or a Ryzen 7. Consumer intel is gonna cost more if you go current gen or most-recent past-gen. GPU can be a GTX 1080/1080 Ti. 16GB DDR3 or DDR4 will be more than enough for most workloads. Team a 256GB SSD with either a 1TB or 2TB HDD, and you should be good on storage. A dedicated microphone is nice. A decent webcam will work wonders for user interaction on livestream. If you really wanna go over-the-top, get a capture card and call it a day.

Based on your clips and video views, it seems like you did either fake giveaway at 1300 subs, or most people do the sub for giveaway and leave. None of your clips have more then 10 views. You are wasting your time because you would be wasting tons of money to be a nobody. Become someone, have a consistent following and build from there. Just because you can doesnt mean you should, you can afford a 25k car, doesnt mean you should buy one.

I'm going to be going full overkill so getting a 2080ti with one of the new evga cards that can run a custom water loop is needed for cool temps for overclocking 

 

Clearly you can't see that I rarely stream, i'm going to be picking it up again and want to go overkill, your comments are not needed here

My cpu is bottlenecking and I have the money to go overkill so I am, regardless of what the comments say I'm doing it either way

Now for Intel - I avoided consumer parts because they're killing off Hyperthreading on a lot of the i3's, i5's and i7's soon. I'm pretty sure you want the threads, and i9 might not be something you enjoy. Still researching. If you're okay with either paying a lot for the i9 or sacrificing Hyperthreading, please say so.

 

Going with one of the following Xeons:

Initial research is nearly complete - unless you're willing to settle on a Core i9 option, like @Spotty mentioned. Up to you. The Intel Xeon E7-8891 v2 can be had for under 400 USD on eBay, so there's that option too (10 cores, 20 threads, 3.2GHz).

Wait a few weeks (months?) and pick up the soon to be released i9 9900k with 8c/16t and a Z390 motherboard.

Then pretty much this for the rest of it (minus CPU cooler if you're going custom water loop)...

You'd be far better off building a good gaming PC (8700k + 2080/2080 Ti) and then having a second PC with a decent CPU and capture card to handle the stream encoding tasks. Since OP already has a 4790k system, they should use that for the stream PC as that CPU will be fantastic at stream encoding (when it's not also having to play the game as well).

@Spotty True, but it depends on if the OP will actually keep the second PC. If they want an all-in-one option (no secondary PC), having something with more cores will be a plus. While an i9 is nice and all, the Xeon can have the same number of cores with somewhat lower power draw and TDP. Also, scalability will allow for the user to simply add more cores if they need to be able to utilise more threads, rather than getting a whole new CPU. Having multiple PCs running simultaneously will most likely also draw more power than just having one (in many cases - there are cases where this can change).
