GPUs generally have more thermal paste applied to them than it is recommended to put on CPUs

It's fine. I usually ad more than this when replacing it on old GPU's. The reason why too much is better than too little on a GPU is that you are mounting the cooler directly to the die of the proseccing chip, and not a heat spreader, like a CPU. Using a non-conductive paste and slapping it on there is the way to go.

I like zip-tying Intel stock coolers on graphics cards.

That is actually pretty good coverage.

As already mentioned, factory applied thermal paste is usually not electrically conductive, so it will not be a problem if there is a bit extra coming off the GPU die.
