My problem with current gen intel chips is the temperature issue is your try to overclock due to the paste used under the ihs, so you require a more exotic cooling solution than normal if you want to overclock. That's why I advocate for ryzen over intel at the moment, also the power supply could be better, and do you really need an nvme ssd? I'd still advocate for this build to be honest, it's still cheaper and it gives you a higher budget for a gpu and other stuff to go along with the build

what @fasauceome said about the used gpu is a very good choice. Used video cards are great right now and I was looking at one myself. Also, it depends on when you plan to buy, but I'm gonna hold off and wait for intel 9th gen since its gonna release before the end of the year. If you're ok with it, then wait for intel 9th gen, buy the i7-9700k and then get a used 1080ti or 1080 and you should still be in about the same price range. Also changing to a good air cooler like a be quiet! dark rock pro 4 should be a little bit cheaper than a AIO cooler and still let you overclock, and if you want to overclock more in the future, then buy a AIO when the air cooler isn't enough.
