RTX 2080 low fps

Just got this card and I'm getting around 35 fps in Arkham City on ultra, 50 in Assassins Creed Odyssey, 50 in Killing Floor 2, and 18(!?) in Quake Champions. I've done things like raise my resolution scale to make sure my Cpu wasn't bottlenecking but these results are just horrible. Drivers are up to date and I wiped and reinstalled them just to make sure. Anyone else getting this?

 

2080 gigabyte windforce

6600k @ 4.4

16gb 2666ram

750w power supply

1080p monitor

Okay I ran GPU-Z while running Arkham and Quake and was getting only 6-20%gpu usage? I even ran quake at double resolution scale to try to make the GPU engage but it stayed the same. Temps seem absolutely fine at around 53c

 

I ran heaven benchmark and it used 100% and even boosted and never got above 69c so I'm really not sure what's going on.

Those numbers look about right for RTX. Jk did you use DDU to uninstall? Also at that res the CPU is a pretty hard bottleneck

Just keeping this here as a I uninstalled them normally, I'll try DDU when I get home. The NVidia drivers are up to date and I did a clean install with them.

 

I'm aware my res is a bottleneck but I shouldn't be getting this bad of performance, this is worse than my previous RX480. I ran Quake at double resolution scale to try to make the GPU engage but it still stayed around 8% usage.
