Pc not powering

Hello, I have a kinda big problem.

My pc has been acting up for the last year or so, it used to just power on and boot properly but not anymore. A couple months ago it would power on then off really quick atleast 5 times, then 20 then for a couple hours before actually booting up. Now it just sits powered, fans on everything are spinning and so are the hard drives but it doesnt do anything. Occasionally it will so the power loop thing but then just go back to nothing. 

 

I've tried:

Cable switch

Cmos reset

Re-seating everything

 

Specs:

Intel core 2 q6700

1050 ti (bottleneck ik)

4 gigs ddr2

350 watt psu

I would start with trying a different PSU.
