Heavy Input Lag After Installing New Graphics Card

I had recently upgraded my graphics card from a XFX Radeon R7 360 to a GTX 1050ti EVGA and ever since I've been getting heavy input lag where my character would continue to move in the last direction I had pressed for 3-5 seconds. This would affect the mouse and keyboard where it would just lock-up and not allow me to move anything at all. I had also realized that the CPU usage would jump to 100% but at the same time none of this happened until I installed this new graphics card. I had run both an express install and custom clean install when noticing this problem. Any help will be greatly appreciated! 

 

SPECS:

AMD Athlon X4 860K

GTX 1050ti 4gb

Gigabyte A68H

8GB Crucial Ballistix Sport x2

1TB WD blue hdd

that looks like one h*ck of a bottleneck to me. Sad to say it, but you might need a better CPU. If you cant spend too much, get the new Athlon.

I think his main issue was with the CPU being maxed

a 2200G, even the new $50 Athlon would fix the bottleneck

 

my advice to @Rani would be to use his old card until he can afford a better CPU/MOBO combo
