Recently I ran into a problem where my games would randomly stutter despite still having high fps, on CSGO even with 150-300 fps it stutters every few seconds, on GTA V it stutters so often I cannot aim or drive well at all. 

 

These are my specs (that matters):

Intel Core i7 4790K

nVidia GTX 1060 6GB

16GB RAM

2x 1TB HDD 

 

Solutions I've tried (and failed):

Reinstalling GTA V (3 times)

Update video drivers (including once which was a clean install)

Restarting my PC

Defragging my PC

Moving my game to my secondary hard drive

 

The only thing I have on at the time was just my Steam and Discord and nothing else, my RAM usage is barely 50-60% and my CPU & GPU is nowhere near overheating. Does anyone know the solution to this?

Do you have any kind of monitoring graph up for overclocking, afterburner, task manager etc?

I found on my dual monitor setup, that I got stutters that were in time with the graph updates on afterburner. Once I minimised that, they went away...

You sure something is not running in the background thrashing your hard drive ?  When did this problem start ?  You should invest in a SSD first of all. Secondly it might be a driver issues.  Try different version drivers, what are you using now ?  I would see if you can get a temp video card and see if that fixes it.  You might need to format and install Winblows again possibly.

started having the same issue a couple of days ago with csgo. high frame rate but lots of stuttering, and im running on a r7 1700, gtx 1080, and 16gb of RAM.
