Bizarre overclock results

TLDR: Is there a more accurate way of reading frequency? Task manager and HWMonitor aren't cooperating, even though voltages in HWMonitor appear to be correct at 1.16V

 

I used my EVGA Z370 Classified K to overclock my 8086k to 4.6 all core and 4.7 5 core (I reduced the 1 core to 4.9 because I wanted to do it all on really low voltage, 5.0 and up wouldn't post with 1.16V.)  I did this to improve a one-core mandelbrot calculation that was so awfully slow, because it calculated 500 iterations on one core. Other programs always being open in windows limited frequency to a mere 4.7, so I tried to make the low core usage 4.8 and up. After the overclock, task manager reported .8 GHz (nothing really surprising, task manager isn't the best at OC) and HWMonitor reported 4.3 all core frequency when I did some gaming. However, the mandelbrot calculation was smoother than before, with panning actually yielding a framerate of like 1.5 instead of being delayed by a couple seconds and translating all in one frame. What's more is my temps are even better, not even going above 60 on my mere 212 evo.

Task Manager is not accurate at all.

I would trust CPU-Z, AIDA64, and/or HWMonitor more reliably.

Yeah task manager says 800 MHz

That looks like idle frequency -- then again, Task Manager is just not the greatest.

Do you have any of the power-saving features enabled (e.g. Intel SpeedStep, C1E, C5 State, etc)?

 

Like I said, you can use CPU-Z / AIDA64 / HWMonitor to confirm.

None of that stuff is enabled.

 

As stated above, frequency in BIOS is 4.6 for all cores, but HWMonitor says I'm at 4.3 for an all core load.
