My new PC I just built won't boot or post, but the fans are spinning and there was no beep code. My parts are listed below.

The only issue I had during the build was that my PSU had an 8-pin CPU cable, but my CPU connector was only a 4-pin. Everything else went smoothly. The fans all spin and the case light on the power button lights up. I have a Windows 10 .iso file on a USB flash drive, and my motherboard came with a DVD. Everything seemed to work, I got no beep code. I'm not sure what the issue is, but that's also the reason I'm posting it here. Am I being stupid, do I have to flash the BIOS or reset the CMOS? It's hooked up to a projector via DVI, and the projector doesn't receive a signal. Please advise.

Newegg advertised it as Ryzen 2000 series ready, could I update without a 1000 series CPU?
