How do I clean this?

you could use alcohol while its turned on if you like.

Is that smoke residue?  I cleaned out a PC that suffered in the home of a smoker and used WD 40 Electrical Contact Cleaner Spray on the PSU.  Got the smell of smoke/incense/meth? out so I took that as a sign it cleaned off the residue.

DO NOT DO IT

wrong. 100% alcohol is not conductive. iso is only 70% and it has water in it.
