Does my build bottlenecking?

With low end parts, I don't think there's any bottlenecking to be worried about.

Ryzen 5 1600 @ 3.9 Ghz  | Gigabyte AB350M Gaming 3 |  PaliT GTX 1050Ti  |  8gb Kingston HyperX Fury @ 2933 Mhz  |  Corsair CX550m  |  1 TB WD Blue HDD

plex server?

video editing 4k raw footage?

storing photos?

Depends on the game.  You'll be CPU limited in some titles even with that GPU, but probably GPU limited in most others (which is the norm people shoot for), assuming you push graphics hard

 

tbh it's probably pretty well balanced, but you've also got some room to bump the GPU up when and if you want.
