Weird gpu and/or fans behavior

Hello, i'm having a bit of a annoying problem with gpu, or cpu, when I play a game I hear some kinda of "pebbly" or maybe "sandy" sounds from some fan in  my Pc, but I can't seem to find which one.. Any ideas how to do that? I can't run any of games on intel hd graphics to emulate the situation that I get when I play with GPU. My cpu which is i5 7400 tends to get kinda hot, not much ~ 65 celsius when I hear those weird sounds. Gpu is fairly cold in my opinion, ~ 63 - 65 celsius when I play GTA V with ultra settings. Oh, almost forgot, my gpu is gtx 1060 6 gb. And there is other thing,my fps when I play GTA V is kinda stuck at 60 fps, it just does not move higher than that. When I play World of Tanks same thing happens. According to some youtube vids that I found, other people with my cpu and gpu at least in World of tanks get ~ 100 fps. Anyone have any ideas what the hell is happening? GPU failing, or some fan causing trouble?

65 celsius is perfectly safe, pretty cool by PC standards. Your games may be locked at 60 fps, which will probably be fine unless you have a high refresh rate monitor. Try unplugging certain fans to find out which one it is that makes the noise.
