Which PSU is better ?

The Corsair TX550M is far better, it's 80+ Gold compared to the CX550M which is 80+ Bronze, and the TX 550M is also featured as a Tier 2 PSU, compared to the grey-label CX550M which is a Tier 3 PSU.

That being said, why a 550W unit for a 1050 Ti? Headroom? I have a CX450M which is cheaper than both of these and it's arguably a better price.

yeah but i probably want to upgrade to a gtx 1060 in the future so will the 450 be enough ?

Yep. Ryzen 1200 + GTX1060 will draw less than 250W under load.

It'll still be fine. It will probably run at 300w, 320w max.

My build with a ryzen 5 2600 and a 1060 6gb only draws 270w

It should be plenty, unless you plan on upgrading your gpu to a 2080, and your cpu to a threadripper you will be ok :)

With the GTX 1060... Probably still under 250W.
With the GTX 1070... 300W

With the GTX 1070ti... 300W-350W.

Plenty.
GTX1060 has 120W max power draw. Ryzen 1500x will draw less than 100W even with some overclock. Plus another 10-30W for any HDDs, SSDs, USB devices, wifi cards etc. (Not that you're likely to put all of those devices under heavy load simultaneously)
