100% CPU & GPU Usage While Gaming. Normal?

Hey all, my apologies if this is in the wrong thread!

 

My question is whether or not it is okay for the CPU & GPU to be running at 99-100% while gaming, also if temps are okay does that matter as well?

 

My build is:

CPU: i5-4460 ( I am aware I need an upgrade :/ )

 

GPU: Zotac 1070ti

 

Ram: 16gb

Attached is my screenshot of CAM while playing Shadow Of The Tomb Raider, I have the game settings cranked to the highest, which of course is playing a factor into my usage numbers, but the game is running buttery smooth and Im not experiencing any hitches or frame drops. My concern however is whether or not pushing my system to run at 100% is going to break anything or fry my components as this is the first game ive had this type of usage from. The obvious solution would be to tone down the in game settings, however of course I would rather not do that if I don't have to lol.

Thanks for the help! (Also is attached is a screenshot directly from Task manager showing the GPU is only using 5% so im not sure which to believe. Obviously my CPU is my bottleneck right now Im aware of that :()

Don't see an issue. Happens on a lot of games with a lot of hardware.
