The problem: 
This is gonna take a while i'll try to keep it short
A couple of months ago my pc would crash several times when i first started up at that day and in random points some times before post screen sometimes at windows logo but after that it  wouldnt crash on restarts but after a while my pc would randomly crash at random times ( but 90% of the time during games) only fix was to restart the computer , When i had some free time i decided to clear my case and the motherboard in case dust or dirt was the issue but after putting the mobo back to the case the pc wouldnt even start (There's a small possibility that i might have failed with the case wires so i might have not plugged the power on button on the correct pin i did the cleaning at 5 in the morning)

After that i got my old LGA 775 MSI 41M-P26 Mobo with Q6600 back and everything worked properly no problems ever (GPU Ram PSU Hard drive and peripherals) 
 

Then after i while i decided to give my MSI 970 mobo to a technician to get it fixed after a couple of days he tells me there's nothing wrong with it and works properly .I get it back use it for 3 days and at the 4th day the booting issue appears again but now it only gets fixed with only 1 restart (Previously required about 3 restarts to work properly) 

No crashes during PC usage like previously (yet)

So where's the problem is it the CPU or the Motherboard all the other parts were tested and being used on my previous rig with no issues at all so they can be excluded i believe 

Sadly i have no spare CPU or Mobo to test the parts on 

 

One small question my PSU has 4pin connector for the CPU but the mobo has 8 pin is it possible the CPU doesnt get enough power and crashes at start?

EDIT : Is there any chance of permanent damage if this issue stays *unfixed* for a long period of time ?

No ssd
Headset : Kraken 7.1 USB
Keyboard : Logitech g105
Mouse : Roccat Kiro
OS : Windows 10 pro 64 Bit

well since the repair technician probably used his own CPU, i'd say yours is to blame.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

this sound like your mobo is going into voltage protection mode. (3 restarts req and now one.) try a different PSU if you can.

 

Also yes if it is doing this on a bad PSU than it can damage both cpu and mobo.

Unfortunately i dont have access to other spare parts as i mentioned above. Im away from home college student so buying new would be a challenge :D

Shouldnt the PSU be excluded from the equation if it was working properly on my previous rig ?

Small update
Today on the first boot i decided to remove all cables (USB Ethernet and Microphone) before starting the pc and it started with no crashing however it did a couple of beeps (3 or 4 small ones ) and then went straight to Startup Repair , after that i restarted the pcwith all cables on and it started with no problems at all
