USB Driver not starting

My usb xhci compliant host controller is not starting. This is causing non of my usb to work (although my keyboard still gets power). Also my computer is not fully shutting down, all of the fans and lights stay on. I had this problem about 3 weeks ago and I just reinstalled windows and it fixed the problem, but that is no longer working. So does anyone know any fixes?

 

CPU: I5-8600k

MOBO: MSI Z370 gaming plus

16gb of Ram 

GPU: GTX 1070ti

That may not be quite enough information...

 

You said you re-installed Windows and when you were running on that clean install the drivers were working fine? Is there anything that wasn't hooked up initially that is now? Or anything installed that could conflict with your USB drivers between then and now?

 

I'd start by making sure your using the correct and most up to date USB drivers. Uninstall your current driver and replace it if necessary.

 

If that doesn't do it then from there its down to determining if its an issue with something you have plugged in. Or if there is just a defect with the USB bus on your board. Basically just unplug everything you don't absolutely need that runs through the USB bus and then start adding things back one at a time until you can re-produce the issue.

I don't recommend downloading that third party software to find your drivers, but the power management issue in Windows 10 is an interesting possibility.

The rest of the issues (Windows not shutting down fully, etc) sounds like something that's probably beyond my ability to help you troubleshoot over a forum. Sorry. Hopefully someone else has some insight to that.
