USB Driver not starting

I’m not 100% sure if this is the right place to post l, but my usb xhci compliant host controller is not starting. This is causing non of my usb to work (although my keyboard still gets power). Also my computer is not fully shutting down, all of the fans and lights stay on. I had this problem about 3 weeks ago and I just reinstalled windows and it fixed the problem, but that is no longer working. So does anyone know any fixes?

 

CPU: I5-8600k

MOBO: MSI Z370 gaming plus

16gb of Ram 

GPU: GTX 1070ti
