Dual monitor FPS drop [Solved]

I'm having problems while playing games, specifically a significant FPS drop while using my 2nd monitor to watch videos or streams.
Recently I upgraded my setup so I could stream myself and I found that my whenever I try to use my 2nd monitor to watch videos or streams my FPS drops.
This didn't use to be a problem back when I was using a Radeon r9 290 and and i5 CPU, but ever since I upgraded to a better CPU and GPU my games and stream run amazing, unless I try to use my 2nd monitor.
This happens weather I'm streaming or not, as soon as there is a video playing on my 2nd monitor I experience the FPS drop.
What could be causing this and how can I fix it?
If you are playing video on google chrome, toggle the setting "Use hardware acceleration when available."
If it's on, turn it off.
If it's off, turn it on.
Some systems handle it differently then others.
This has fixed this issue for me before.
