So I’m looking to install an ssd to use as a boot drive and going to install a fresh copy of windows on it, then transfer all important files to it from a usb drive. I currently have an hdd under use, and plan to keep that and use it as game storage. The ssd storage size is a fraction of what the hdd is, so cloning isn’t an option. 

Do I have to format the hdd after I install windows in the ssd? Or can I just partition my hdd, and delete the windows partition after I set up my ssd? Would my hdd interfere with the ssd if I leave everything on it, including windows, assuming I change my boot drive to ssd via bios? I’m trying to figure out the easiest and most convenient way to do it, because I’d rather not have to reinstall 200 gb worth of games.

you can change where you boot from in your bios so I think if you install windows on the SSD then clear the boot partitions on the HDD you'll be able to just point steam to your games on the HDD and keep using it.

If you judge a fish based on its ability to climb trees it will go its whole life thinking its a failure.
